Are all chips labeled soic-20 the same size foot print on a circuit board?
I have an old chip I cant find a drawing for.

Almost Yes. Check the IC width matches. Whilst the length and leg-pitch will follow a standard for SOIC-20, some ICs can have 2 or 3 width options.
And for assembly the plastic body can vary in length, so keep enough space on your PCB based on your actual part, and not the dims from a generic footprint.
Having opened the datasheet I can see there's no packaging info.
In those cases, the manufacturer will most-always have that info at their website.

Usually
The most common, by far, is the 0.3" wide package, often called SO20W, or SOP20L
This from a CAD package list
geda_SO20W:SO20W:SO20W:Small outline package, wide (300mil)
but there are also less common
geda_SO20M:SO20M:SO20M:Small outline package, medium (200mil)
geda_SO20N:SO20N:SO20N:Small outline package, narrow (150mil)
I've seen some MCU's offered in the SO20N, (which becomes a simply longer SO16N), but the TSSOP20 seems to be the
most common 20 pin gull wing package in 2022/2023
Digikey also gives info on that FCT807 part :
