I am a college student looking help in designing a guitar tuner for my final project. I can't seem to find a part that senses frequency, does anyone have any ideas on how I could sense the frequency of an acoustic guitar and then code it to sense the frequency for each string.

I'd guess not easily - the Basic Stamp 2 will not manage the spectrum maths, but one approach hat might work, depending on the exact BS2 model you have, is to generate a reference Frequency, and mix that with an amplified Guitar signal, to drive both LED and headphone with the beat signal.
As it gets closer and goes subsonic, the LED slows enough to become visible.
