ARM is an IP license and the processors are created by companies that pay ARM for access to that IP.
Beside, aren't Qualcomm and Texas Instruments, as well as others, US companies and do they not make ARM processors?
However, how many of those chip Fabs are in the US? Intel is a so called US company but most of their fabs are outside of the US. The Chip business is a global venture and most of the devices are made outside of the US even though the company is US based; its just the way things are.
