Check your charger. One of my units took much longer to charge than the other, it wouldn't get the 4th LED on. I switched to a higher-current USB charger and it topped up in 5 minutes.
5200 x 0.95 x 3.7 / 5.0= 3655 mAH from the 5V output for USB devices? This might be the right time to try out my schmancy USB charger doctor with cumulative power output display.

Exchanged the bad unit for another, it is plugged into my laptop, all the LEDs are flashing, so I think it is charging. I will see if it charges overnight.
The four units I picked up only flash one led at a time. As the charge progresses the first led flashes and then stays on, then the second led flashes, then on to the third and fourth. Mine never flashed all the leds together. I charge mine with a 2A external charger. Don't laptops limit USB output to 0.5 Amps?

Well, I still have one unit that will not charge.
The bad unit I have now Blinks all 4 LEDs continuously as soon as it is pluged into any charger or laptop. Currently I am trying a 2 Amp charger.
When I unplug the bad battery from the charger, the lights continue to all blink for a second or 2, then stop.

Looking over the data sheet for the charge controller chip that tonyp12 linked earlier, I do not find any information which would cause the unit to blink all 4 leds together. I am guessing that it is an error condition which is not covered in the datasheet. These units have a 1 Year Warranty, probably best to get it replaced.

However, I left the first one charging overnight and it would NOT charge (as McCoy would say "It's dead Jim").
Looks like I have to make a trip back to BestBuy.
I plugged it the second one, and it seems to be charging. (Edit: yes it charged OK)
Therefore, I suggest everyone checks out their units.
