Can You Get to this Website?

Quite maddening. Chinese website http://www.scc21.net/ won't load at home thru my ISP (Verizon), but it loads fine on the same laptop at many wifi locations. I'm not talking about downloading any of the software there, just loading the page. I just get:
This webpage is not available
ERR_CONNECTION_TIMED_OUT
Can a few of you nice folks see if you can load that page or not and comment? Need to know if I should recommend the page or not, maybe it's my connection or ISP that's hinky. Thanks.
BTW I tried both IE-10 and Chrome, and have been trying for a week now. I can view the source of a Google-cached page with all the right hyperlinks, so I'm not totally stranded. Just baffled why I can't connect from home.

Should you happen to hit one of those links it starts downloading some android .apk or windows .zip or whatever file.
No doubt malware.

Strange, all three robots have gotten out and are climbing into a self-driven motor car, who is making money for itself via a well known company. And fourth one has put down your laptop after ordering that vehicle, and is now escaping himself for a bus ride to the airport.

Perhaps I do need webcam software. But a bunch of binaries off a dodgy website of no repute will not be tolerated here.

@heater: It's for a specific dodgy Chinese webcam, not a big surprise that it's on a dodgey Chinese software website, amirite?
Is your connection Verizon FIOS? (Which would work if your location was served by GTE at some point in the past.)

Now those three have arrived via that car at their destination which is a suburban airport for their flights out. The fourth one took a train to SF, to take a train to Chicago, and from there to NYC.
Actually they returned safely from doing that. Now they are at it again. One of them plans on taking a train to Maine and then hitching rides to the UK and finally across Europe.
Sound like some kind of Verizon-Trump-Hillary conspiracy...

I did a spot check using an Web site uptime service, and not a single one of their distributed machines around the globe could reach it, not even one in Shanghai.

I don't follow. For sure a lot of stuff on the net is not RFC compliant.
I presume my web browsers and whois are using TCP/IP to resolve that name.

Well there you go. You added www to the domain name, and it works for me too.
Looks like not everyone knows how to set up a Web server.

But now I don't understand. As far as I'm know scc21.net is not the same as www.scc21.net or xyz.scc21.net or whatever. Why should they not all resolve to different IP addresses or none at all?
The web server itself knows nothing of all this.
As it happens "scc21.net" does not resolve here.
@Gordon has it right, it's either someone with little experience or some wacky shared hosting setup.
