Russia desires to have at least one warm water sea port that can reach the Atlantic. And Syria was a port of call for the Russian navy if they were shut out of the Black Sea by Turkey.

As a former Earth First 'Sargent-at-arms', I will always have many questions for the folks that say they only have 22 months of Military Rocket Motors left...
I think it would be rather naive to think that Putin alone got him to where he is. Certainly his ambitions and ego played a role in all this, but there is a military-industrial complex in the background that have helped to push aside obstacles in his path and likely positioned him to take over from Yeltsin, who as a bumbling alcoholic.
I fear that he is only the public face of something quite larger and more ambitious to revive the autocracy that once was. It seems to all be a realignment of alliances and Russia and China may work more closely together. A major gas pipeline was built all the way across Russia to supposedly sell gas to Japan, but just happens to pass within a few hundred miles of Beijing.
Considering that Japan and Russia are technically still at war and Japan is still upset with Stalin taking 3 of its most northern islands in the closing days of WWII, it seems that pipeline to serve Japan had a built-in Plan B.
And then there is the Liao-ning which was once a Russian aircraft carrier that was decommissioned and sold to China supposedly to be a floating night club, but is now the pride and joy of the Chinese navy. I don't think anyone really believe that it would ever become a floating night club.
The point here as that there have been some strong undercurrents in post-USSR relations for a long, long time. The western media has chosen to be overly optimistic and challenging. But I doubt that the CIA, the State Department, or the White House are surprised by any of this. Sometimes you just have to step back and wait for the public to become fully aware of what's going on before effective action can be taken.
Still, I'd prefer a diplomatic chill that a hot and blood conflict between the worlds top military powers. There are other ways to solve bruised egos than armed conflict.... like helping nations to proper without war.

Whatever one thinks of Russia's actions of late, when we started slapping sanctions on them it would be naive to assume they wouldn't respond in kind. If you look at the link to the Atlas V description, NASA, the US military, and several commercial companies have made the Atlas V central to their planning. You have to give Putin some credit; it was a place where with one stroke he massively disrupted our space program. He'll pay a price to be sure, with foreign perceptions of the Russian space industry taking a hit, but if one were looking for the most bang for the buck it would be hard to do better. None of this is permanent, however. ULA has a 22 month supply of rocket motors, and a lot can change in 22 months. Nothing he has done here cannot be undone, except the perception aspect, and I think that will be the longest-lasting damage from this entire affair. International partnerships, especially between the US and Russia or China will look even more questionable than they have in the past.
As for whether the WH and others were surprised by this, I think they were. Consider that ULA has been the primary launcher of US defense payloads. If the WH really had any inkling that Russia would pull the plug on the only engine that will launch the Atlas V, they would not have allowed the deal. The US government (including both parties) has a long and painful history of short-sightedness and self-delusion, the consequences of which are in the news every day.

And with global coverage by satellites, I think early warning is likely better than ever.
Also, Russia's nuclear sub fleet seems to have been mostly decommissioned.
I just keep wondering about the one-fourth of the world that is supposedly Muslim and wonder if they really are so caught up in not tolerating any other religion. Malaysia has recently banned anyone that is not Muslim from referring to God as Allah. Apparently, the government took offense with local language version of the Christian Bible using Allah in local languagee instead of another term.
I just keep agreeing every time I hear someone say, "I hope cooler heads will prevail."
Of course, we all wonder what China is truly up to. But they aren't telling, and neither is the CIA.
