The resistor values (470, 1450) will give approximately 40% on time so an average of 53mA/3.6V would be a peak of 132mA/9V which is what is expected. That is a 61mA peak current through the leds. I hope that is within their rating. Are you able to pick that up at the required distance?

Here's a nice stable circuit that works great. All values are in the small box along with the schematics. This is just incase you can not get the other one working the way you want..
