That's a fairly loose question ("2 or 3 40-pin chips interact"). If the 40-pin chips are Propeller 1 chips, yes, there are all sorts of ways they can "interact" with each other. For example, one of the chips can serve as a "master" sending messages to any number of other Propeller chips via a standard serial channel (8-bit, no parity, 115200 Baud or slower). If you want, you could use an ESP8266 module from Parallax so the connection is wireless (via WiFi).
