AV transmitter range?

My apologies if this is in the wrong place[noparse]:o[/noparse]
I have a 1W 2.4 Ghz video transmitter from Range Video. With stock (what look like 2dBi gain rubber duck) antennas my useful range is barely 200 meters (no obstructions) when I put the transmitter on a RC car and have the receiver (which is a Lawmate unit, I believe) on the windowsill on the 2nd floor. My question is if this is normal range without higher gain antennas and what range could I expect if I used an 18dBi patch? The range is nowhere near the advertised one, even with these antennas.
