TV out is not working

My project requires TV out and i'm running from a bare setup, 40pin DIP, Voltage Regulator, . . .· So for tv out i set up my circuit just like the demo.(see pic)

So when i load a simple graphics demo the tv does nothing, no blip, no static.

Wow, i need more sleep. . . no crystal, that could be a problem.
