Mobo MoBoStamp-pe motherboard - can't program / communicate

I don't have problems downloading to my Penguin·( BS2px24 ) but I get a hardware communication error when trying to download to my (just received) Mobo ( BS2pe ).
It will load a short program and run without problems, but will encounter a communication error if a longer program is attempted to download. Each time I try to load the program it fails at a different percent of the program loaded. The longer the program the more likely the communication will fail.

Things I have tried:
new cable.
Different baud settings.
powering the mobo from external supply.

Any help?

    Are you using a USB to serial adapter?· If so, you may have to change the "Latency timer" from 16 to 1.· You can access this by going to your "Control panel" and clicking on "Systems" and then click on "Hardware" and then click on the "Device Manager" and then click on the "Port Settings" tab and click on the "Advanced" button and you will see the "Latency Timer".

    No USB to serial adaptor, the Mobo uses a USB cable.

    My mistake, however, the process is still the same as far as you'll need to change the "Latency Timer".
