So i bought the usb to serial converter and install it and everything. Not sure if it's right or not, then i follow the book through all those step and stuck at where it say "The green light labeled Pwr on the Board of Education should now be on" I went into BS2 and do that identify stuff and it showed up only the Loopback and Echo (saying yes); however, there were no device name or version?! What is the problem? Im sure my batteries are new, no so sure if i install the USB to SERIAL right, and prettyyy sure the board is not broken because its pretty new.

Is the green light on? What brand of USB to serial adapter are you using?

The green light should be on regardless the connection via the USB .. even without connection the LED should be on.

Green means : power is on. So it looks like there is something wrong with your batteries ... switch is in position 1 or 2 I hope !?

Well, they don't actually say that the light didn't come on, which is why I asked. They just basically say the Stamp isn't being identified. For that matter, they don't actually say if there is a Stamp in the BoE :)

No the light is NOT on for some reason... my battery is new.. well at least i think it is. and i use the USB converter that i bought from here where one of the end has a mini USB out. i think it's the board of education that is having problems.. right? (assuming the battery is new)

"Assuming the Battery is new" is not usually something one does when one connects the battery to the board yet the little green light does not light.

When that happens, one usually takes out one's volt-meter, and WHILE CONNECTED TO THE BOE measures the voltage at the battery. If it's below 6 volts, there's your problem.

Making SURE of power is usually the first step in most trouble-shooting procedures.
