Is there a Serial Output that I can use to use with a Basic Stamp and LCD?

If you must have a serial keypad encoder, look at the MemKey (www.parallax.com/detail.asp?product_id=27963). This will do the keypad scanning for you and supplies a serial output to the Stamp. The 74C922 does not supply a serial output, only a parallel 4-bit output with a strobe.
