It's not clear what you are asking. If you have a question about how to do something, please include a description of what you've tried already including schematic and source code. If you have no idea where to begin, I suggest you begin with the tutorials in the Stamps in Class page of Parallax's website.
In terms of a 120Hz 5V square wave signal, are you trying to detect a specific frequency? Are you simply wanting to detect the presence of any signal? You'll have to be more specific about what you want to use to turn on the relay.

Schematic (or circuit diagram, parts)? Source code?
What kind of relay? How is it connected to your Stamp?
What "input" signal (i.e., what hardware)? How much greater than 120Hz might it be?
