It seems pretty silly to spend $5 on shipping for $1 worth of components, so I guess the answer is "wherever I happen to be ordering other stuff from at the time"
Electronic Goldmine has a lot of fun surplus stuff cheap, though their selection is pretty spotty. Sparkfun has a lot of cool stuff, but not really a solid set of basic components. Mouser and Jameco have big catalogs full of cheap components, but the enormous selection and very short descriptions can be a little overwhelming.
Other choices include DigiKey and Futurlec. All of these have web stores. I have experience ordering from DigiKey, Mouser, and Jameco and have found them to have good service.
