Serial connection to BS2

Non ee here.
I am trying to connect to my BS2 via a serial port. I need to use the DB9 my laptop is old so no USB.
Resting:
Pin1 -3.76
Pin2 -7.84
Pin3 -8.10
Pin4 0
Pin24 10.96
Pin23 0
Pin22 5
Pin21 5
When I use the Port Scan tool I get a Yes for Loopback but No Echo
When try to connect:
Pin1 3.83
Pin2 7.94
Pin3 8.18
Pin4 0
I am using version 2.2.6 BS Editor.
Do I have a hardware issue or port issue here?

Hopefully you've got the stamp mounted in a carrier board of some sort. If not, have a look at the Stamp schematic on the parallax web-site. The usual problem is having pins 2, 3 interchanged.
Connect the 9-pin connector of the stamp board to the 9-pin of the computer with a "straight-thru" serial cable.
Does the port on the computer work with other equipment?

Attached is the diagram of my serial connector. I am just using four wires with no serial cable. And one jumper for loopback.
I haven't been able to find a serial attachement. Tried using a ps2 mouse with a converting connector but it didn't work.

Works on another computer so it must be a problem with my laptop.

Start, Control Panel, System, Hardware tab, Device Manager, Click "Ports", Right-click "Serial Port", Select "Properties".
Select "Port Settings" tab, click "Advanced".
Uncheck "Use Fifo Buffers". Click OK to close each window.
