Javelin application with two PWM and SFR04

I am assembling a robot sensor and using a pan and tlit assembly with servos . In addtion mounted to the assembly is an SFR04 sensor.

The dual PWMs work or any PWM with the SFR04 works but not all three objects at once. the object that fails is the SFR04. In a situation using all three objects the pan and tilt work but SFR04 always shows "out of range"

Any suggestions? I am not exceeding the the number of virtual perpherials.
