I'm not sure really what you're asking. The TV out is just 3 (or 4) resistors connected between a group of Propeller pins and a standard RCA jack. There is a schematic of the Demo Board that was posted (www.parallax.com/dl/docs/prod/prop/PropDemoDschem.pdf) that shows the connections (and resistor values). For the audio out, there are two (one for each channel) resistor/capacitor networks connected from Propeller pins to a headphone amp. All of the parts are shown on the schematic and the specifics of exactly what part numbers to use depend on how you want to mount them, through hole vs surface mount, etc. I don't think the headphone amp is available in other than a surface mount package, but there are others that are in DIP and TO220 packages with varying output power ratings. The Hydra uses the same circuit for audio, but in monaural and doesn't use the amplifier, just couples the output to another RCA jack to connect to a TV's audio input.
