SX SMT pad layouts

I think someone should look at this datasheet info, the OD of the pins on the pad should fall midway on the pads when centered. The datasheet shows the outside to outside IC pin dimensions as 7.80mm, but the pad spacing(center to center) as 6.858 which means the pins will really fall way to close to the edge if not over the edge. The SX's I have are running on the large size of the tolerance, so the layout shown is too small on the acual pcb.

if you add 1.397/2 mm on each side, you get a distance of 8.255 mm, which means there is about 0.228 mm of pad left on each size. Even if the pins don't fall exactly on the center of the pads, it shouldn't be any cause of concern.
