More VGA colours

Trying to understand these cog vid sections.
At the moment they send one byte to 8 pins with pins 0 and 1 used for vertical and horizontal, bits 2,3 Blue, 4,5 green, 6,7 red.
To get more colours add another cog/vid, so another byte of I/O pins can be summed with resistors for 14bit colour.
So 16 I/O pins get used for good colour video.
Is there anyway to add these summing resistors/DAC inside the chip to save I/O?
I can see a few applications apart from video, sin/cos wave RF generation, DSS? etc.
Just thinking for the next version, may be hard to add them to every pins, not sure how much silicion space it would need.
