Video at 20MHz?

The documentation in TV.spin seems to indicate it should work at 20MHz as well as 40MHz
and 80MHz (for NTSC). Yet, it doesn't seem to work for me; at 20 and 40MHz, the screen
shows garbage; at 10MHz and below, the video is disabled.

Is there a trick to this, or is this expected behavior?

(I want to run at 20MHz so I can debug some things with my old, slow oscilloscope.)

    40Mhz should work fine, 20 is pushing it. I can't get it to work right off the bat, but could probably make it work if I had to. But, 40 should work no problem.
