Does the gate to source voltage rating tell you the point where a mosfet will fully saturate? If not how can you tell?

Well well, I'm seeing things, three of them.

The gate to source threshold is the voltage at which the MOSFET begins to conduct. This will be accompanied by a graph that shows the source-to-drain resistance as a function of gate-to-source voltage. This is the important data. How high VGS needs to be will depend on your anticipated current draw and how much voltage drop and consequent power dissipation you can afford.
