It has to be manually changed in the server code. I brought this up a couple of years ago (then it was on standard time), and I think it hasn't been changed since.
Yes, of course! Changing my own time zone fixed it. Now, when I think about it, that's the rational way to do it , instead of changing the server settings. This way there's no discontinuity in the actual posting times, as there would be by changing the server in the spring and fall. And, besides, not everyone is on DST in the summer anyway. The server could be set to GMT and just left there, for that matter.
