will the ping senser and the infrared transmiter and reciever from parallax work reliably outside during daylight hours?

Ping yes, IR - doubtable. The sunlight tends to saturate (blind) the IR sensors. May work in a well, well, shaded area.

The Ping is affected by temperature, not by brightness, so unless it is severe sub-zero degrees, you are probably o.k.

Infrared is a different story... bright sunlight gives off a lot of infrared that your sensors will detect... try shading the detectors from bright light and you will probably be o.k.
