Can I use a basic stamp to read two voltages (< 3 volts) v1 and v2 numericly, then compare them to determine if v2 is greater than or less than v1??

    You would need some kind of external analog to digital converter to read the voltages. The Stamp can control the converter and compare the voltages ... no problem.

    There's a freely downloadable book in the Stamps in Class section of the Parallax website called Basic Analog and Digital. This has lots of information about analog to digital conversions using a Stamp and an ADC0831 8 bit analog to digital converter.

    ...or you could use a comparator chip and just read the output. Google "voltage comparator" and you should be on your way.
