talking counter/tach ?

I want a counter to count pulses ( 0 to 500/minute) every minute and to talk the result.
Please advice how to start.
Any kind of hint would be much appritiated!

I would suggest the BS2 and one of the EMIC voice modules.
Shouldn't be too hard to do.
