HB25 not working right

I've hooked up my (2) new hb-25 motor controllers and so far I can only change the output voltage by 1 volt from max voltages (12 to 11 volts) and min voltage (-12 to -11).
First, I had it hooked up to a servo controller that I can control via serial out but that was working right, same problem.· So I R/C remote control I had, same problem.· Now I just tested it on a BS2 with the source striaght from the site, and same problem.· Can the hb-25 control voltage across the full range (-12 to 12) volts.· Did I get a bad batch.· What's going on?
I've lost a week now trying to figure this out.· Can someone help me here.
I've emailed tech support and so far nothing.

·· When did you e-mail Tech Support?· As of Friday 5:00PM we have not received any e-mail from you.· How are you measuring the voltage?· Remember, since the output is PWM the voltage will be averaged by your meter.· The voltage won't swing from -12V to +12V either...Rather, depending on the direction, one output will be at 12V and the other will be switching between 12V and GND at a given Duty Cycle at the specified frequency.· What exactly is happening with the motor?· That is not clear from your post.
