BOE Bot has 16 general purpose I/O pins -- it's hard to beat that.
The RCX has a real-time multi-tasking Operating System on board -- but only 3 I/O and only 3 motors.
The NXT MAY become pretty good, once enough experience is gained with it. But you're still limited in I/O and motors.
The Scout and Droid have a VERY limited computer.
The Cybermaster I don't know about.
So, I'd vote for the RCX if you're doing Mindstorms (fast prototyping), or the BOE-Bot if you're doing more robust kinds of development (real screws and metal construction)
Personally I like legos. Besides·a guy from the robot club in my area loaned me a copy of the Dallas area robot club competition. The lego robot kicked butt big time in almost everything and was so far beyond the competition in the timed events it wasn't even funny.
