I ran Project\Identify on both a working chip and the non working chip.· Here are the results:

If you used the same socket to test both javelins
I suspect the not responding javelin is damaged.

If you have seperate setups for both javelins,
try inserting the not responding javelin into
the setup of the responding javelin.

Since the not responding javelin does not have any echo
makes me suspect the onboard regulator. Does the
not responding javelin output 5V on pin 21 ?
