what do charge to make a micro-controller

I'd like to know what a person would charge to put together a controller that will compare a 0-5 volt input signal from a 2 bar manifold pressure sensor with a 12vdc input value that is hooked up to a potentiometer. the pot is cotrolled by the user. when the pressure senor signal is more then the amount from the pot a exhaust solenoid valve activates (http://www.pneuaire.com/21npt30maprv1.html). when the pressure sensor is below the pot amount a intake solenoid valve activates. when the values are close both the valves are closed (unpowered). I'd like to use a full turn pot that at no resistant is equal to a 4.1 volt input signal from the pressure sensor and at full resistance is equal to a 2.5 volts input signal. i have the valves and pressure senors and the 12vdc power source (car battery). i would need everything else.
