How do you check to see if you stamp chip is bad?

I just got my BS2p40 chip in the mail and put it on my PDB to play with it!
The software detects it but I can't seem to get any of the port to work.
I ran a simple high/low program with an LED and nothing happened.
I placed my BS2px24 chip back on and the LED flashes!
Am I doing something wrong with this new chip?· Am I suppose to set it up some how?
Or is it just a fluke chip with bad ports?
Please help???

A copy of the program, and a schematic or sketch of how you have the LED's wired would be real helpful.

You have to consider that the I/O pins are configured into two groups MAINIO and XIO. From the top, the left side is the MAINIO and the right side is the XIO.
IF the BS2px24 is using its 8 high i/o pins [on its right side] to blink the LEDs, you would have to call XIO and renumber them in software.
MAINIO is the default and initially need not be called.
So you see, your programing code AND wiring information is needed.
