The Propeller [from Parallax of course], will do the same and more for a $25 chip, a 4 mhz Xtal, a 3.3volt regulator, and a few resistors.

Terry Hitt's SX Video Module displays 16 characters x 6 lines (black and white) and costs $33.95 + shipping www.sxvm.com/ and there's plenty of BS2 example programs posted on his site.

I would have though so too but after searching and reading the posts, it appares that it no so simple.
A self generated image seems easy enough.
But to overlay text onto and existing video stream is somewhat more difficult.

B&W text is easier than color text.
But still no sample code or schematics found.

Keywords used, "video" to 200 results any date.

Still reading so I may come across something :)

If you want to overlay simple text or block graphics, the SX-OSD module will do it for $54.95. I don't think you'll find anything less expensive.
It can generate 8 lines of 24 characters or 48x16 blocks.
See www.sxvm.com if your interested.

I only have a few of these left. I'm working on the next version that will be high resolution black and white (256x192 pixels).
You will be able to draw lines and such (picture a giant cross hair overlay ;)
Text will be 24 lines of 32 characters.
It's still a couple months away.
