How to remotely monitor low-battery and heartbeart

I'm trying to monitor certain events outside the house with 2 MCUs, one inside the house and the other outside. The latter will be powered by battery only, will process the inputs from three sensors, and through a Parallax-RF transmiter will alert the MCU inside the house about any anomalities.
What is the best approach monitoring from inside the house:
1. Low batteries at the remote MCU.
2. The continious presence of the remote MCU in the event that someone steals it, for example, with or without triggering the alarms.

The idea is correct but I'd like to have more details. Does the MCU have a command for low-battery or a signal that acts as a watchdog?
