Is there an Efficient way to get an 'Earth' Ground?

I am working on a design that requires an Earth Ground.

My initial plan for the power supply of the project was to use an ATX (pc) power supply:

....But, as far as I am aware, Earth Grounds come from attaching to pipes that go into the ground.

Would an ATX power Supply provide a sufficient Earth Ground, or should I consider another design?

    Present day house wiring has a ground wire from the outlet to a common bar in the main power box. This box then typically has a heavy wire run to a cold water pipe or a copper rod driven several feet into the ground. Depends on the local codes. Check your main power box for this wire. If it's there, then check the outlet you plan to use the ATX supply with using a common outlet tester. If it gives the thumbs up, then use a meter to check for continuity from the supply's ground pin at the plug to the supply's case. Look for a short. I'm not sure about the DC negative at any of the DC plugs to your project. It may be grounded, might not. If yes, then fine. If ground goes to the case, but not any DC plug, then attach an insulated wire to the case for your project's ground. If not, think twice. Perhaps a wire run to the nearest cold water pipe will suffice. Myself, I'd think HARD before bringing high voltage and a ground in close proximity.

    So, what is your project? I'd like to hear more about this before you start wiring it up.
