If you have access to the web then you can download the software from ExpressPCB -- I don't believe you'll find an online PCB drawing program; this would require a Java or similar client and installing ExpressPCB would be a whole lot simpler.

Jon beat me to it, I suggest dowloading the software you are familiar with onto the PC you have access to.
Intersil's iSim is the closest fit I could find: http://www.intersil.com/isim/
But Im sure the learning curve of a new package would make it more desirable to use what you are already familiar with.

If you used ExpressPCB's software, you have no other choice but to use them. They designed it so that the program's output is only useable by them. You would have to use a design package which outputs Gerber files in order to have them produced by other PCB fab houses.

Advanced Circuits does a very good job, and they are fairly priced.

I have used Advanced Circuits and Sierra Proto Express.· They are both competitively priced.· Check with the salespeople for specials, especially for first-time users.

I like batchpcb, but they are not very fast, they farm out the jobs to an asian company (Gold Phoenix PCB I believe)
