Absolutely! (I believe that was the gist of Beau's suggestion above, too.) But I was more interested -- and not for any practical reasons, mind you -- in seeing if the more information-constrained situation posed in the puzzler had a solution. I'm convinced now that it doesn't but also that, from a practical standpoint, cogs can be synchronized rather simply with a bit of additional fineggling, such as the kind you suggest.
