SX Power Up Delay?

howdy.
if i loose power to my sx project (powered by 12 supply & regulated by lm2575) i have to wait 5 seconds before i power up again.
why?

·· There may be residual capacitance on the lines.· It's possible, depending on your brownout settings that the SX is still actually running when other hardware connected to it shuts down.· Can you test the voltage on the supply prior to restart?· We recently had an interesting situation with a customer whose controller was still getting power in standby mode leaving it running for several minutes, so he had to press reset to get his program running.· This was due to a large capacitor on the VDD line keeping the unit powered.

· Do you have a brown-out voltage selected on the DEVICE line ?
· BOR42 for 5v devices.

i thought "brown out" was the problem but i didnt know what it was or how to control it.
now i have to reprogram 19 position indicators
