20 pin header -- what is it ?

I just found part #450-02003, a 20 pin header that fits the appmod socket on the BOE. What is it? The Enlarged pic is no help. Is it an IDC connector to interface a ribbon cable?

AppMods are plugged into the Board of Education's 20-socket header.· The part you are asking about can be used to give the AppMod some extra height, like an extension.
