PSC not respoding/ not reading the serout code?

Hello,
After a few months of working on other projects I am returning to using my Robotic Arm. I am using a PSC that used to work a few months ago but is not responding to PSC_information.bas or PSCFirmwareID. I am keeping my BOE on my hexcrawler so I decided to install my BS2 on my Netmedia Development board and I am connecting to the PC via the serial port (Com2).
I have checked my connections 6+times, I have 5+v, ground as well as the signal from a I/O pin on the proper wires connecting bw the Dev. station to the PSC. The I/O pin works as I can flash an LED with it. The PSC is also getting it's own separate power at 6.5+v. My Grd,5v and signal are connected in the proper orientation. When I power up the Red LED on the PSC lights' up and when I run the programs the green LED flashes indicating it is receiving some signals? Finally, also on power up, with all the servos connected to the board, they all respond by going to center. I have a second PSC (for sale by the way) and same thing, no response.

The programs cannot read the baud rate, reset the baud rate or get a simple read of the PSC Version. After a few hours of re-checking... it's time to cry 'uncle'. What I my doing wrong? or forgetting?
