Difference between the operation of SX on programmer board or bread board

I got the SX to do a voltage comparison on the programmer board, but when I put it on the bread board it doesn't make the decision
about the voltage levels are the pins. I know the SX is functioning properly because it is sending out serial data that matches up for one measurement being higher, but never the other. I guess what I'm wondering is there something else that needs to be grounded that wouldn't on the programmer or something of that nature?

Without the project sitting if front of me, it is impossible to check your work.
If you draw and post a schematic of your 'AS BUILT' device, someone can constructively comment.
And possibly, you might identify your problem while creating the drawing.
At times, electronics is a lot of tedious details with wonderous results.

- Do you use the SX-internal comparatoer for voltage comparison?
- If so - how did you configure port B?
- What are you using as "programmer board", and what is your breadboard?
