Measuring Very High Voltage

I purchased an infrared kit years ago and have since misplaced all the documentation for it. What I can tell you is that it takes a 9V battery and steps it up to thousands of AC volts to power the IR tube. Can anyone please tell me how I can measure this voltage·? It's obviously out of the range of my meter. Furthermore the supply is arcing on the PCB. Can you suggest, by brand name, some insulating junk ? Thanks.

FLUKE still sells a high-voltage probe that you could use with any DMM.

or...
HIGH VOLTAGE PROBE
Product Details:
The Tenma multiplier probe adapts most 10Mohm multimeters into a high voltage meter. Meets IEC1010 safety requirements.
40KVDC or peak AC, 28KVAC RMS (60Hz)
Division ratio: 1000:1
Input resistance: 1000Mohm
Accuracy:
DC:± 1% (1KV~20KV) ±2% (20KV~40KV)
AC: ±5% (1KV~28KV RMS, 50/60Hz)

These high voltage probes are common and mostly intended for measuring the HV output to Cathode Ray Tubes [CRT]. They can convert any DMM.

All of this is in the realm of everyday Television Repair, so any electronics supplier that caters to that market will have a selection of probes and the high voltage putty.

Be sure to keep everything clean when working with High Voltage.

Dirt conducts electricty. HV attracts a lot of carbon as dirt.

Over the years I have been given several Color TVs that had completely 'blacked out'. In every case, all I did was to wash the insides, reinsulate the HV connections, and replace the 115VAC fuse.

Color TVs for a mere $10USD! {fuses, silicon seal, and spray cans of cleaner}.
