Is it possible to create a timer circuit using a "555" timer chip that flash LEDs like the flashing red lights on a school bus?

Yes!
Here's a link for the datasheet.
·
Specifically, look on the last page -- astable oscillator.
·
I prefer the CMOS 7555 over the bi-polar "555".
·
