okay, I just did a little bit of research on the 74HC595, but it sems that you can only control 8 individual LED's with it. is there one that can accept a 16 bit serial input and produce 16 parallel outputs?

Allegro Micro has a number of LED driver chips which can be used with 8, 16, or 32 LEDs:

Just connect the 0H of first 74HC595 to the Serial input of the 2nd.· You can daisy chain them to create the amount of outputs that you need.
