What is the slowest speed that an accelerometer can reliably measure?

What kind of accelerometer? Don't mean to sound silly....but the one we use at work only measures about 20 readings a second however the space shuttles uses ones that measure 20,000 times a second!

Are you asking about "motion" speed ?
Accelerometers measure G-Force. So it would depend on the resolution of the unit.
Some are designed to measure large G-Forces and some are designed to measure small G-Forces.
Then there is "Static G-Force", this is the constant g-force of gravity. With the unit turned down it should measure a constant 1.0 g-force, with the unit upside-down it will measure a constant -1.0 g-force.
    Bean.

I want to measure small oscillations like those that would take place in your fingers if you held your hand outstreached for awhile.
