connecting BOE with 74HC154N

I'm very new to this Basic Stamp programming , and this is most likely over my head.·
Firstly:
(1) ·can the 74HC154N chip be used?
(2) do I use shiftin-shiftout or serin-serout commands?
(3) does this chip need a external clock

Have you not read the spec sheet for that part? It takes four inputs and translate that to a single active-low output. No SHIFTOUT required. No clock required.
