Using stamp to send IR commands in response to RS-232 input

Hi everyone!
I need to build an interface between an RS-232 device and an IR controlled device. I would like to build a Stamp circuit with an IR sensor/decoder and an IR emitter. The Stamp would listen for an RS-232 command like "VCR PLAY" and then send the IR pulse chain to control the IR device. It would be nice if the Stamp could use the IR sensor to 'learn' the IR pulse chains for the required functions.
I have read a few threads on the forum that talk about similar things, but I need a little more guidence on how to get started.
