USB module DLP-USB232M not working?

Just got module DLP-USB232M
How can I test it is working?
When I connect it to USB port - nothing happened...
I expected it should·show message·"New device found" under winXP
Am I doing something wrong?

    Did you wire up pins 3, 10, 11, and 12 per the data sheet?

    I wired pins 13 AND 14 and it got alive...
    Are you sure I should wire all pins you mentioned? Pin 3 is RESET

    Beats me. I didn't design it. But since the datasheet is written by those that did, and it states that you should do so, I'd be inclined to follow their instructions.
