Does anyone know of a time keeping chip that can measure up to milliseconds?

Not exactly what you are looking for, but the TI BQ4832Y focus.ti.com/docs/prod/folders/print/bq4832y.html goes to hundredths of a second. Don't know it would be close enough for you.
