stamp to stamp

I need to know how I would program a BS2 to send binary numbers to another BS2 over a single wire. The receiving stamp is to display the numbers on the LEDs on the Board of Education. This is probably a simple task, but I'm not sure how to go about it. I would appreciate any help.
