Sine Wave Questions

Using a sine wave generator, I would like to use the BS2 to read frequency. While this is not much of an issue, I would also like to use the same pin reading this signal to also "phase shift" the sine wave to push it out of time while retaining the same frequency or modify the signal so it is out of phase.·Is anyone familiar with this concept?
I figure I could read on pin 7 then toggle and push or modify the output to create the phase shift. I know this can be done since from time to time while watching a scope and probing logic with a dvom I have seen this occur. Just not sure exactly how or why it happens·but now·I need to create this condition.
